On the night of August 22, 2025, a routine train ride in Charlotte, North Carolina, ended in tragedy for 23-year-old Iryna Zarutska, a Ukrainian refugee who had come to the United States after fleeing the war in her homeland.<\/p>\n\n\n\n
Zarutska was traveling aboard Charlotte\u2019s Lynx Blue Line when she was fatally attacked. According to federal court documents, surveillance footage showed her entering the train and sitting in the row in front of Decarlos Dejuan Brown Jr.<\/p>\n\n\n\n
About four minutes later, prosecutors allege, Brown pulled a knife from his pocket and attacked Zarutska from behind, striking her three times. She suffered fatal stab wounds. Responding officers later found Brown on the train platform, where he was arrested.<\/p>\n\n\n\n
Zarutska was only 23 years old. She had left Ukraine following Russia’s invasion and was building a new life in the United States.<\/p>\n\n\n\n

Importantly, a finding that someone is incompetent to stand trial is a legal determination about their present ability to participate in the court process. It is separate from an insanity defense and does not determine whether the person committed the alleged crime.<\/p>\n\n\n\n
As of the latest reports, the legal proceedings against Brown had not reached a trial. His competency would need to be addressed before the criminal case could proceed.<\/p>\n\n\n\n
